According to this medical journal, a test was carried on 100 chinese patients on using pantothenic acid.

After applying it on their face and acne areas, the subjects have better skin complexion after 1 month. Pores become smaller and oil production level in the skin dropped significantly. Lesser oil on skins results in less acne problems.

However, do note that the test subjects took large amount of vitamin B5 to achieve this results. The RDI for vitamin b5 is at 5mg per day. But the test subjects took 10-20g of pantothenic acid which is at 10000% of the daily requirement.

Most of the subjects have their acne problems cured and their skin complexion improved significantly.

So far, no sever pantothenic acid side effects have been reported as pantothenic acid is a water soluble vitamin, there is almost no chance of overdosage as the unneeded amount will be flushed naturally out by the body.
